Accessibility statement for the Education, Skills & Employment Portal and Associated Applications

This suite of websites is managed by the SHELL Digital Solutions Team with the aim of as many people as possible able to use them. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • use most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

AbilityNet has advice on making your device easier to use if you have a disability.

Compliance status

The Shell Portal and Data Collection applications have been updated to comply with AA standards and the other applications are being worked on throughout 2024.

Non-accessible content

The content that is not accessible is outlined below with details of:

  • where it fails the success criteria
  • planned dates for when issues will be fixed
  1. Anchor elements that aren’t links have no link text

Link text combined with programmatically determined link context does not identify the purpose of the link. This fails WCAG 2.1 AH91

A success criterion (Link Purpose (In Context)).

We plan to fix this by December 2024.

  2. Headings that are not logically nested

Headings on some pages are not in a logical nested order.

    This fails WCAG2A.Principle1.Guideline1_3.1_3_1_A.G141

We plan to fix this by December 2024.

  3. Images without alt text

Images on pages do not always have suitable alternative text. Some images are missing alternative text and some have incomplete text.

    This fails WCAG2A.Principle1.Guideline1_1.1_1_1.H37

    A success criterion (Page Titled).

We plan to fix this by December 2024.

  4. Missing Page titles

Some page titles are not unique. They are not accurately describing the topic or purpose of the page.

    This fails WCAG2A.Principle1.Guideline1_1.1_1_1.H37

    A success criterion (Non-text Content).

We plan to fix this by December 2024.

  5. Code that prevents user zooming the web page

Some pages contain Meta properties that discourage browser zooming.

This fails WCAG 2.1 AA 1.4.4

    A success criterion (Resizing text).

We plan to fix this by December 2024.

  6. Text that doesn’t have a high enough contrast with the background

Some links and labels are not set to a contrast level 3.1.

    This fails WCAG 2.1 1.4.11

A success criterion (Use of Colour)

We plan to fix this by December 2024.

  7. Outline used by keyboard users are low contrast or otherwise hard to see

    WCAG 2.1 AA F78

    A success criterion (Non-text Contrast).

We plan to fix this by December 2024.

  8. Many documents are in PDF format and are not accessible

Many of our PDFs do not meet accessibility standards - for example, they may not be marked up so they are accessible to a screen reader.

Some of our PDFs documents are essential to providing our services. For example, we have PDFs with information on how users can access our services.

A success criterion (Use of Colour)

The accessibility regulations don’t require us to fix PDFs or other documents published before 23 September 2018

From April 2021 any new PDFs or Word documents we publish will meet accessibility standards.
