Accessibility statement for the Education, Skills & Employment Portal and Associated Applications
This suite of websites is managed by the SHELL Digital Solutions Team with the aim of as many people as possible able to use them. For example, that means you should be able to:
- Change colours, contrast levels and fonts
- Zoom in up to 300% without the text spilling off the screen
- Navigate most of the website using just a keyboard
- Use most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
We’ve also made the website text as simple as possible to understand.

Website Accessibility
We know some information/documents accessed via the Inform Reports application are not fully accessible as many documents are in PDF format and are not accessible to screen reader software.

We provide a text relay service for people who are Deaf, deaf, hearing impaired or have a speech impediment.
Our offices have audio induction loops, or if you contact us before your visit we can arrange a British Sign Language (BSL) interpreter.

Compliance status
The Education, Skills & Employment Portal, Data Collection, ACP CPS and JGW+ CPS applications have been updated to comply with WCAG 2.2 AA standards.
The Inform Reports application contains a number of pdf documents.
Non-accessible content
The content that is not accessible is outlined below with details of:
- Where it fails the success criteria
- Planned dates for when issues will be fixed
PDFs and other documents
New documents we publish on Inform Reports should be fully accessible. However, we know that some of our older documents (published before 23 September 2018) are not accessible. Many of our PDFs which can be accessed via the Inform Reports application do not meet accessibility standards - for example, they may not be marked up so they are accessible to a screen reader. Some of our PDFs documents are essential to providing our services. For example, we have PDFs with information on how users can access our services.
A success criterion (Use of Colour)
- Some historic documents are not marked up in a way that allows screen reader users to uderstand them
- They are not tagged up properly, for example they do not contain proper headings
- They are not written in plain English
The accessibility regulations don’t require us to fix PDFs or other documents published before 23 September 2018.
From April 2025 any new PDFs or Word documents we publish will meet accessibility standards.
Preparation of this accessibility statement
This statement was prepared on 8th September 2021.This website was last tested in July 2025. The test was carried out by the Digital Solutions Team.
We tested:
- Our main website platform, available at https://post16-portal-uat.gov.wales
- The Education, Skills & Employment Portal, Data Collection, Inform Reports, ACP CPS and JGW+ CPS - applications based on a different technical platform but ‘skinned’ to look like our mobile application
